For most of the 20th century, the land that is now the City of Westlake, Florida was rows of orange trees. The Callery-Judge Grove farmed it from the 1960s, and the Seminole Improvement District was created in the early 1970s to drain and manage it. When citrus canker and greening ruined the groves, the owners tried other crops before selling the roughly 4,000-acre property to Minto in 2013. After county reviews stalled, Minto and the few residents of the district agreed to convert it into a city, and Westlake became Palm Beach County’s 39th municipality in 2016.
The city government is deliberately lean and works out of City Hall at 4001 Seminole Pratt Whitney Road. Its neighborhoods are laid out around lakes and canals left from the grove days, with sidewalks and multiuse paths connecting them. The centerpiece amenity is the Westlake Adventure Park, a resort-style complex that Minto opened in 2019 and finished in 2023, with a lagoon pool, a water slide tower, a splash pad, sports courts, a BMX pump track, a dog park, a concert lawn and a clubhouse called The Lodge. It serves residents, and the city borrows it for community events such as its 9/11 remembrance.
Seminole Pratt Whitney Road is the city’s main street. Shopping plazas, gas stations and a growing number of businesses line it, and Persimmon Boulevard runs west into the newer neighborhoods. In 2026 the city approved apartments near a future town center, a land sale for a large Walmart store was announced, and the city has been working with the Seminole Improvement District on a public park of about 50 acres. Expect construction and changing traffic patterns for years to come.
Visitors usually come to see family, to look at homes or to pass through on the way to Lion Country Safari a few minutes south. If you are here for a day, walk a lakeside path in the evening, pick up dinner from one of the places in our dining guide, and check the city’s event calendar: its December holiday market and fall 5K are friendly introductions to the community.
